Specifications include, but are not limited to: Classes are scheduled in March currently on even-numbered years (2024, 2026….) but may change. Future training dates and locations need mutual consent. Usually, 2 sessions with 20-30 employees per session. Training shall include technical and theoretical training regarding storage, transportation, and practical applications of explosives, meeting Utah’s state and federal laws for regulation and certification. Types of Certification - Evaluate each student for proficiency in explosive use techniques and safety to certify as a Blaster A, B or C. Explosive Certification Levels: Blaster C (Blaster in Training) Employee has attended and passed Blaster school as well as demonstrates specific skills in explosive use and safety. UDOT employee performs only under the supervision of a Blaster A or B. Blaster B Employee has attended and passed one Blaster school and demonstrates a working knowledge of explosives as applied to UDOT operations. Blaster A Has attended and passed two or more Blaster schools. Demonstrates knowledge of all facets of explosives use as it applies to UDOT operations. B. Training - 1. Train approximately 20 to 35 UDOT personnel for explosive certification. Training will be held once every two years. Explosive training shall consist of one day of classroom instruction and one day of field training. Students will be required to pass a written test with a minimum score determined by UDOT. Hands-on testing shall demonstrate safety skills and procedures in explosive use, storage, transportation, and field safety. A Pass or Fail grade will be given based on competency. Passing students will receive an explosive certificate valid for two years. 2. Contractor must supply and distribute all training materials (books, manuals, etc.). Students are not required to provide any training materials for the class. 3. Contractor will provide and administer a written confidential examination for each student. The examination shall meet the national certification program standards. 4. Contractor shall have on file, and available upon request, a copy of each certificate presented to a UDOT employee. 5. Contractor will provide names of UDOT students who did not pass the minimum requirement for certification.
