The intent of this RFP is to identify, qualify, and retain a qualified At-Risk Construction Manager (“CMR” and/or “CM”) as Contractor, and to solicit contractor-controlled costs and related variable percentage of indirect costs (i.e. staffing, taxes, insurance, contingency, fees, etc.) and direct costs (Div 2-33). The CMR will assist the design team with preconstruction efforts, beginning with Design Development (“DD”) documentation, continuing on through complete development and production of Construction Documentation (“CD”), and requisite permitting, in order to successfully manage the construction efforts. A responsive proposal will include detailed costs of project as estimated through review of the DD set (provided as supporting documentation to this RFP) and a Lump Sum Fee for preconstruction. The successful Respondent will also provide realistic / achievable recommendations for value engineering (to include ‘Design/Build’ Mechanical, Electrical, and Plumbing, if desired, as a delivery method) and a detailed construction schedule. Once a project budget is agreed upon by the City of Covington, the CMR will develop a Guaranteed Maximum Price (“GMP”) proposal for the City’s consideration.
