The Contractor shall provide a secure, vendor-hosted and maintained cloud-based learning management system, allowing TEMA to efficiently manage, deliver, and track training programs and educational resources for TEMA personnel, emergency responders, and affiliated stakeholders. The Contractor understands that all data utilized within the learning management system is under the ownership of the state and the Tennessee Emergency Management Agency. a. The Contractor shall provide a scalable LMS that can be mobile enabled from any location with built-in capabilities to scale to the device in use. The Contractor shall ensure that Contractor’s learning management system possesses offline downloading capabilities that allow users to download course data from a mobile device, computer, or tablet and synchronize the data at a later time. The Contract shall provide an LMS to support a minimum upload and download speed to enable TEMA partners in rural areas to utilize the software. b. The Contractor’s online learning management system shall provide an interface that allows learners to easily navigate through the platform to self-register for classes, access, print, and export transcripts and certificates, and manually add items to their transcript as separate events/classes. c. The Contractor shall provide comprehensive user support for the platform, including system user manuals and videos. All user help resources must cover how-to guides for the learning management system, as well as navigation tutorials. The Contractor is responsible for updating and maintaining all resource materials as updates or changes are made to the solution. The Contractor’s online learning management system shall provide customer service and technical support during regular business hours Monday through Friday, excluding State holidays (8 am to 5 pm CT) via a ticket creation process or toll-free telephone support. The online learning management system shall include a help page that supports each user's role with FAQs and online tutorials.
