Specifications include, but are not limited to: The Office of Accounts and Control (STATE) is soliciting proposals for services to assist staff in the preparation of the state’s Annual Comprehensive Financial Report (ACFR). The CONTRACTOR that is awarded this contract will be required to assist in the preparation of the State of Rhode Island Annual Comprehensive Financial Report for the fiscal year ending June 30, 2024. The report needs to be prepared in compliance with Government Accounting Standards Board with the expectation of an unqualified opinion from the RI State Auditor General is required. SPECIFICATIONS A. REQUIREMENTS / DELIVERABLES The STATE requires the assistance with various components of the ACFR. 1. Financial Statements: Preparation of the Notes to the financial statements, including all of the tables and schedules in the notes. 2. Cash Flow Statements: Prepare all of the Cash Flow Statements. 3. Agency Fund Statements: Prepare all of the Agency Fund Statements including the General Fund. 4. Quasi-Public and State Agencies Statements: Assist with agencies’ financial statement amounts to input for ACFR. 5. Internal Service Funds: Assist with the Internal Service funds adjustments and reconciliations. 6. Adjustments: Prepare various entity wide or other adjustments. 7. Reconciling: Reconcile fund statements to entity wide statements. 8. GFOA Responses: Prepare responses to GFOA comments. 9. State Auditor: Cooperate and respond to questions or suggestions offered by the RI Auditor General.
