Specifications include, but are not limited to: The management firm will be a certified pool operator (C.P.O.) and will oversee the daily operation of the City of Parkersburg’s facilities. This will include daily operation and maintenance of the facilities included but not limited to hiring and assigning trained and qualified staff who are compliant with all Federal, State and Local regulations; providing safe, clean, sanitary, and high-quality services; and requiring all employees to wear required appropriate dress or uniform. The firm will be required to prepare and operate concessions stands which must meet all State and Local regulations. The firm will be responsible for cleaning the facilities and removing trash daily. The firm will have control over the concession stands at City Park Pool and Splash Pad, Southwood Park Pool, and the Southwood Park Waterslide. This includes incurring all of the expense for concession supplies and inventory, as well as the generation of revenue and distribution of any profit-sharing proposed between the firm and the City. The management firm shall be responsible for the collection and remittance of State and City sales tax on all concession sales and is also responsible for paying the Business and Occupation taxes to the City under Category 6 – Retailers and Restaurants at a rate of $0.28/$100 of gross sales for the respective quarter(s). The City will provide maintenance and upkeep on the facilities in which the concession business will be conducted. The City will also be responsible for the cost of Food Service Permits issued by the Mid-Ohio Valley Health Department for both City Park and Southwood Park locations. Major repairs of the facilities will be done by the Parks and Recreations Department of the City of Parkersburg which include structural, plumbing, electrical filtration, chlorinating systems, and maintenance of the landscaping.
