Specifications include, but are not limited to: According to a recent Statewide Community Health Assessment, early initiation of cannabis use was prevalent in grades 8, 10, and 12, with 14.5%, 15.6%, and 13.8% reporting trying cannabis by age 13. While Hawai‘i has not legalized cannabis use for youth under 21, over a third of 10th graders (34.3%) and over half of 12th graders (51.2%) had reported trying cannabis at some point. The ADAD has or anticipates available funds to procure services for information dissemination activities focused on preventing and deterring the use of cannabis and cannabis products by persons under 21 years of age in the State of Hawai‘i, resulting in an increased public awareness and education on health and safety matters relating to the use of cannabis and cannabis products. Information dissemination, as described by the Center for Substance Abuse Prevention (CSAP), includes activities that provide awareness and knowledge of the nature and extent of alcohol, tobacco, and drug use and addiction, and their effects on individuals, families, and communities. It also provides knowledge and awareness of available prevention programs and services. This may include development and dissemination of multi-media products, development and distribution of printed materials, resource and information services, social media development and maintenance, informational presentations, and community/school outreach events. Cannabis refers to any part of the plant (genus) cannabis, whether growing or not, including the seeds and resin, and every alkaloid, salt, derivative, preparation, compound, or mixture thereof, excluding hemp. This includes the three species of cannabis sativa, cannabis indica, and cannabis ruderalis and their hybrids.
