Specifications include, but are not limited to: TASK 1: Provisioning the Service The Program shall be a call-in service with a local or nationwide toll-free number that takes digital text from participating newspapers, periodicals and converts to speech to registered users. Provider is responsible to acquire and update the content, of which must contain at least one county-based newspaper / news site per county, and at least two Hawaii based periodicals. Provider shall make the system available 24 hours a day, 7 days a week, with an up time of 99%. Provider shall make available controls to adjust the speaking rates, obtain help, search text, spell text, interrupt presentation, and lastly return to the information being read after control commands are complete. During Hawaii Standard Time business hours (9am to 4:30pm, or as otherwise noted by Provider and agreed to by the Commission), users must be able to speak with a customer service representative through the navigation system. Initial deployment of system shall support full integration with the base system as seen in DHS-20-VR-0100. Subsequent releases at the end of each quarter to include expanding access to two (2) additional participating newspapers and periodicals per quarter, added at the end of each quarter, until required count of newspapers and periodicals are reached. Timeline and Deliverables for Task 1: Develop system. Deploy initial system by May 2, 2024. Develop additional participating newspapers and periodicals for end of Q2 2024. Develop additional participating newspapers and periodicals for end of Q3 2024. Develop additional participating newspapers and periodicals for end of Q4 2024. TASK 2: Management of Users Starting May 1, 2024, Provider shall allow registration via U.S. mail, fax, phone call to a toll-free telephone number, and through a website. For each registered user, the Provider shall retain copies of all documents produced to provide evidence that the user satisfies eligibility requirements along with the user’s contact information. Registered users shall be issued a PIN by Provider that will act as a control to access the program. Timeline and deliverables for Task 2: Develop intake system for account registration and account management. Develop instructional materials to allow for system usage. Open account registration by May 3, 2024 or one day after system is deployed, whichever is earlier. TASK 3: Outreach Efforts Provider shall create a plan to increase participation in this service and will present this plan to the Commission for approval, and upon approval will implement outreach as defined in the approved plan throughout the applicable contract year or contract period as applicable. To the extent that Provider can do in person outreach, Provider will plan for at least one in person session on Molokai, Maui, Lanai, and Kauai; and at least two training sessions on opposing sides of the islands for Oahu and Hawaii Island. Provider will make available to the Commission to forward to DHS-DVR on the availability of this program that align with periodic (not less than monthly) announcements on the Hawaii local channel. Timeline and deliverables for Task 3: Develop outreach plan by June 1, 2024 or one month after account registration is open, whichever is earlier. Execute outreach plan by July 1, 2024 or one month after outreach plan is developed, whichever is earlier.
