The comprehensive planning process shall include the following items: 1. Vision, Principles/Consensus Building/Goal Setting Drawing on public and stakeholder input, provide a vision and principles for the City of Muscatine as an organizing principle for future growth and change. 2. Existing Conditions and General Information Provide a comprehensive description and analysis of existing conditions, including the physical, economic, demographics, transportation and infrastructure, housing, community facilities and social factors that will drive or constrain the development of the community. 3. Plan Elements Address the following plan elements: a. Land Use – Evaluate existing land use patterns, provide a future land use map(s), project future growth and land use patterns, and provide specific recommendations for land use regulation and implementation strategies, including updates to the Zoning Ordinance. b. Transportation – Evaluate the entirety of local transportation infrastructures, including existing street networks and corridors, fixed route transit, air transportation, railroads, river barge terminals, and pedestrian paths and multi-use trails. Provide recommendations for improvements, including strategies to improve safety, traffic calming, and pedestrian connectivity. c. Housing – Integrate findings and recommendations of the Housing Market Analysis. Identify opportunities for strategy implementation and improve housing development through land use and City Code policy updates. d. Economic Development – Review economic statistics for the Muscatine area and establish goals and strategies to support economic growth, sustainability and diversification.
