Specifications include, but are not limited to: • Evaluation of current zoning and subdivision ordinance provisions against the Comprehensive Plan and other established City plans and municipal codes to identify gaps/conflicts and methods for resolution. Incorporation of applicable State legislation as it applies to land use. • Creation and execution of a public outreach strategy designed to inform and engage residents, business owners, developers, architects, and other community stakeholders in the code update process. This may include scoping meetings and/or workshops with the general public, stakeholder groups, and the Plan Commission/City Council. • Ongoing consultation and coordination with City staff involved in administration of the development code to identify and discuss observed strengths and weaknesses of the current code, and to develop code updates. • Preparation of a new zoning ordinance and subdivision ordinance, along with amendments to other related chapters as necessary to maintain consistency throughout the Code of General Ordinances. Completion of this task is to occur in a manner which achieves the purposes described within this RFP. • Preparation of a concurrent update to the sign ordinance (Chapter 28 of local ordinance) using draft revisions compiled by City staff in January 2024 as a starting point, while ensuring consistency with the updates made to other ordinance chapters and community desires as expressed through the public engagement process and the recommendations of the Comprehensive Plan. • Documentation of instances where minor revisions to the Comprehensive Plan may be necessary to maintain consistency with the new code, and without altering the intent of the Plan as adopted. For example, the assignment of new zoning districts/classifications best-suited for implementation of each of the Comprehensive Plan future land use categories. It is anticipated that City staff will facilitate the review and approval of such minor revisions to the Plan concurrent with the code update process. • Presentation of draft code updates at one or more meetings of the Janesville Plan Commission and Common Council as necessary for adoption. • Provision of adopted code updates in a format acceptable to the City for purposes of publishing and dissemination.
