The District welcomes creative and innovative proposals that combine expertise across professional planning and assessment disciplines in the interest of economy and a comprehensive approach to planning for the capital projects. The offeror shall respond and provide a detailed approach to the following at the minimum: 1) Assess the current state of District facilities (including capital projects and plans) and estimate costs of necessary repairs and renovations. The assessment shall include the following: a) Site conditions: Access to the site, circulation, wayfinding, pavement conditions, site utilities, grading, plantings, athletic fields and playgrounds b) Building Envelope: Structural conditions and building shell components, including roof (See B3.f), exterior walls, windows, exterior doors c) Interior finishes: Includes instructional spaces, labs, common spaces, service areas, performance spaces, athletic spaces, doors and hardware d) Environmental Conditions: Includes HVAC systems, IAQ, building automation systems, electrical systems, plumbing systems, energy usage, asbestos, mold, etc. e) Safety/Security, fire alarm systems, emergency responder radio amplifiers, and security film/glazing f) Furniture g) Kitchen Equipment h) Technology i) Portable Classroom Unit(s) 2) Utilization and Capacity Assessment. Evaluate how space is currently used and determine if the facilities we have meet our current needs based on the district’s enrollment, goals and educational program. a) Space Needs Assessment—based on current program and enrollment b) Space Needs Standards—compare our standards against the state and national recommendations c) Space Allocation—determine if the current allocation of our spaces align with the educational program. If not, make recommendations on how to improve the situation.
