The City of Sierra Vista requests proposals from qualified consultants to review previous research provided by staff, identify any gaps needed to make a conclusion, and provide a Needs Assessment on the economic impact of creating a municipal court within the City limits to adjudicate minor cases, such as misdemeanors, orders of protection and civil/criminal traffic violations as well as any city ordinance violations. The assessment shall provide the following guidance and direction to the City: • The need for a municipal court in the City of Sierra Vista • The likelihood that a municipal court established in the City would be financially stable and the City has resources to manage a municipal court on an annual basis • To what extent a municipal court in the City of Sierra Vista would assist in the further development, growth, or financial viability of the City • Determine the costs in creating the City's own stand-alone municipal court including infrastructure, square footage facility needs, construction or rental of a facility and all associated costs with both options, staffing requirements, and annual operating costs and any other identified expenses to start up a municipal court.
