Specifications include, but are not limited to: 1. Conduct three focus groups: One group with owner community leadership, one with owner community staff, and one with District stakeholders. • Work with District staff, including the Executive Office staff and Director of Communications, in advance of focus groups to identify key areas of discussion, goals of focus groups, target audiences, and key questions. o The District will provide contact information for potential participants. • Arrange all focus group logistics. o In-person focus groups are preferred. o Contractor will organize focus group times/dates, meeting spaces, food and beverage; room logistics, etc. o In coordination with the Director of Communications, the contractor will lead focus group participation recruitment efforts and serve as participants' primary point of contact. • Facilitate and moderate focus group meetings, maintaining ground rules and positive group dynamics throughout meetings. • Follow up with participants before and after sessions as needed to ensure accurate representation of diverse perspectives is captured in the data. 2. Prepare a written report of focus group results with a summary of key findings and issues raised and recommendations on action steps for the District that incorporates focus group participants’ feedback and insights. • Include notes/transcript and list of participants in appendices of the report. • Draft report on focus group findings must be delivered by Friday, June 21, 2024. • Meet with District staff to review the draft report and findings and prepare for presentation to the Commission (see #3 below) the week of July 8, 2024.o If confidential information is uncovered during the focus group, the facilitator will work with the Executive Office to ensure proper handling of that information. • The final report must be delivered by Friday, July 19, 2024, for inclusion in the Commission packet. 3. Present top-level results of the focus groups to the District’s Commission and Executive Office • Work with the District’s Executive Office and Communications Director following the draft report to prepare a high-level presentation of focus group findings for the District’s Commission. • Present findings to the Commission at its meeting on Thursday, July 25, 2024. o Immediately following the presentation, Commissioners will have time to ask the facilitator questions. The selected vendor will have approximately two months to complete this work. Please see the timeline section below for specific dates.
