Specifications include, but are not limited to: The State of Tennessee Department of Labor and Workforce Development seeks a Contractor to support three outreach campaigns to promote its business engagement plan, priority sector outreach, and Apprenticeship TN program. The primary purpose of our PSA campaign is to present a cohesive and effective statewide message informing multiple audiences of Tennesseans of the benefits of participating in these programs. The campaigns will reach multiple target audiences of Tennessee employers, job seekers, potential apprenticeship providers, and potential apprentices. The vendor will facilitate the statewide outreach program's design, creation, and implementation. Certain deliverables for the campaigns must be translated into Spanish. This will be a multiple outreach tactics media campaign that communicates a PSA to Tennesseans statewide using creative assets the Contractor develops suitable for digital, print, TV, and outdoor mediums. Work on this campaign shall be completed and all media purchased for mass transit ads by Sunday, June 30, 2024. The media plan and creative materials must be approved by the State and ready for market by June 30, 2024, but the Contractor can schedule it to run past that date. A.4. Production Services. The Contractor shall develop and produce strategy development advertisements, logos, graphics, slogans, and symbols. The Contractor shall include writing script, hiring talent, obtaining talent, buying usage rights, art production, filming, editing, and any other aspects associated with the development and production of advertisements, branded content, and all creative materials. The Contractor shall provide print files to the State to produce any future orders of printed materials or outreach items. A.5. Commercial Production. The Contractor shall develop and produce two high-quality, 15-second, and 30-second television and radio commercial advertisements for use over the air, streaming, OTT, YouTube, and social media. One commercial shall target Tennessee job seekers for the PSC. The other shall target potential apprentices and apprentice employers. Each commercial shall incorporate the outreach strategy determined for each campaign through collaborations between the Contractor and the State. This shall include writing the script, hiring talent, obtaining talent, buying usage rights, licensing music, art production, filming, editing, travel, and any other aspects associated with the development and production of the commercial advertisements. Commercials shall contain an acknowledgment of the funding source which will be provided by the State to the Contractor.
