Specifications include, but are not limited to: The scope of on-site technical services that the consultant must be prepared and qualified to provide are as follows: conduct initial inspection and visual risk assessment report on homes proposed for exterior rehabilitation to determine what exterior work items are needed to comply with the Iowa Minimum Housing Rehabilitation Standards as well as HUD’s Lead Based Paint Standards provide the City with input regarding homes for rehabilitation (determine initial feasibility at $24,999 hard costs or less via an itemized “community cost estimate”, also known as the preliminary specifications) provide the City with input regarding homes to eliminate from proposed rehabilitation prepare final plans and specifications on all homes proposed for rehabilitation which incorporates lead hazard reduction activity (if needed due to disturbance caused by the exterior renovation in reference to HUD’s Lead Based Paint Standards) for public bidding that are within program budgetary limits provide exterior photos of all four sides of the dwelling with each photo including all stories of that elevation participate in the solicitation of local contractors to identify qualified contractors and promote participation in the housing rehabilitation program host contractor walk-throughs for potential bidders conduct pre-bid meetings and necessary addendums review of bids with homeowner or property owner recommend lowest, most responsive, responsible bid(s) to the City and homeowner lead the pre-construction conferences and transmittal of all pre-construction documents identify lead based paint and rehabilitation items for the specifications prepare line item cost estimates prepare construction contracts conduct on-site project inspections and written inspection reports
