Specifications include, but are not limited to: • Provide an evaluation of Town services, programs, and resources to determine overall compliance with ADA regulations. 17 • For selected facilities, provide an ADA evaluation of the facility which could be Town owned buildings, schools, parks and playgrounds, parking lots, as well as the pedestrian egress pathways to and from these facilities to the public right of way. • Prepare a Plan that is compliant with current ADA regulations and design standards; • Provide estimated design and construction cost ranges for physical alterations that may be required as a result of this evaluation, organized by property; • Confirm that the physical improvements identified and recommended under this plan conform to both ADA regulations. Scope of Work Task 1– Community and Staff Evaluation/Involvement; (completed within approximately 3 months). • Consultant shall provide options and recommendations regarding the involvement of staff and the community in the process of preparation of a self-evaluation plan. • Consultant shall develop and then coordinate and assist in the distribution of a questionnaire/survey that identifies areas to provide the needs analysis for the Plan. • Facilitation of staff meetings with Departments to fully identify areas of Town services/policies that require evaluation. DELIVERABLES: Community and Staff Outreach Plan, Survey, Survey and Outreach Results. Task 2 – Evaluation of Programs and Resources; (completed within approximately 3 months). • The consultant will be responsible for obtaining and conducting an intensive review of written policies, rules and regulations of the Town and departments that are part of this study. The intensive review should provide an accurate assessment of which programs and policies, if any, contain language or processes that may be discriminatory and/or noncompliant with Title I and II of the ADA. • Provide a comprehensive review of the Town’s website for ADA compliance and provide recommendations for changes. • The consultant will provide a full review of the Town’s outreach activities, including public meeting formats and associated materials, and provide recommendations for changes. DELIVERABLES: Report on existing policies and resources (draft and final). Task 3 – Evaluation of Facilities; (completed within approximately 6 months) 18 • Provide a review of the existing information on facilities, in an Excel or comparable format. Provide recommendations for field review based on known information and other factors. • Provide a field review of Town-owned and operated, publicly accessible buildings, parks, parking lots, and playgrounds, including infrastructure providing egress to such facilities, to evaluate compliance with the ADA and provide remedial options for compliance. • Provide a report, in both typed and electronic format, that includes a list of recommendations, priorities, and a cost evaluation of proposed and prioritized (limited to top ten) modifications (priorities are those actions proposed for earliest implementation), separated by the categories of facilities, parks and playgrounds, and rights-of-way, etc. Cost estimates for modifications not recommended for the earliest implementation shall be provided as an estimated cost range.
