Specifications include, but are not limited to: The Utah Communications Authority is seeking quotations to see if there are any vendors that can provide a fiber connection from the UCA Lewis Peak radio site, to the UCA Draper radio facility as detailed in Exhibit A, attached hereto. UCA is looking for a vendor or partnering vendors to provide a fiber connection between the facilities. It is contemplated that UCA will enter into an agreement with the lowest price offeror for the network connection subject to a comparison of the received bids. Any offered fiber link needs to be existing “On Net” connections capable of at least 200 Mbps. The fiber circuit will need to terminate inside the radio equipment shelters and have either a NIB or optical router that can facilitate an electrical rj45 handoff to the UCA router. Pricing should reflect a “point-to-point link” and should provide both the one-time costs and any recurring costs for a five-year period of time. This will be considered the total cost and shall form the basis of comparing competing offerors. UCA is requesting a March 1st, 2024 project completion deadline and Offerors should quote the project pricing based on this deadline. UCA is requiring a high availability, ultra-low latency configuration capable of at least 200 Mbps ethernet being able to accommodate a required MTU size of 9000 bytes. Any copper cabling must be protected with lightning suppression, transtector type devices at the point of entry into the communications shelter. Any contract resulting from this proposal will include, but not be limited to the Utah Communications Authority’s Standard Terms and Conditions for Goods and Services ("Standard Terms and Conditions"), a copy of which are attached hereto as Exhibit B. The Authority may refuse to negotiate exceptions and/or additions that are determined to be excessive; that are inconsistent with similar contracts of the procurement unit; to warranties, insurance, or indemnification provisions that are necessary to protect the procurement unit after consultation with applicable legal counsel; where the solicitation specifically prohibits exceptions and/or additions; or that are not in the best interest of the procurement unit.
