Specifications include, but are not limited to: HACM seeks proposals from qualified attorneys licensed and in good standing in the State of Wisconsin to serve as a Hearing Officer to chair the Public Housing Review Board panel which hears grievances from public housing residents. HACM’s goal is to select a pool of one or more attorneys that can serve in this capacity for HACM. In the Code of Federal Regulations, 24 CFR Part 966 Subpart B includes regulations regarding grievance procedures. This section of the regulations sets forth the requirements, standards and criteria for a grievance procedure to be established and implemented by public housing agencies (PHAs) to assure that a public housing tenant is afforded an opportunity for a hearing if the tenant disputes within a reasonable time any PHA action or failure to act involving the tenant's lease with the PHA or PHA regulations which adversely affect the individual tenant's rights, duties, welfare or status.
