Specifications include, but are not limited to: 1. have a hook mechanism so that the units can be secured at two (2) points to prevent tipping. 2. be secured/locked with a chain to stationary structure where applicable to prevent tipping, or chain multiple units to each other when applicable. 3. have a locking mechanism on the outside of the units to be able to padlock them; locks are not required. 4. have a smooth surface on the inside and outside to make graffiti removal possible. 5. be colored gray, dark or light blue, dark or light green or other neutral color. Other colors can be approved upon a sample of color to a Bureau supervisor. 6. be delivered with seat covers (except Parks Bureau locations). 7. be clean and in good condition. The units shall be constructed of fiberglass or equivalent product; and shall have firmly mounted doors with all attachments for user security. i.e., paper holder, screen, and plastic pipe for venting. 8. be weather-proofed and vented to assure proper circulation of air and reduction of odors. 9. holding containers shall be leak-proof. 10. be equipped and maintained with adequate toilet tissue (2 rolls), locking tissue paper dispenser, and urinal. Toilet tissue shall be 100% recycled content with a minimum of 20% post-consumer waste recycled content.
