Specifications include, but are not limited to: The SCAO is seeking proposals from vendors to conduct a statewide needs assessment to inform a forthcoming statewide strategic planning process for treatment courts. For the purposes of this proposal, a needs assessment is defined as a systematic review and analysis of treatment court best practice, strengths and challenges in Minnesota treatment courts, and data available from treatment courts in order to produce a holistic report of current needs in programs throughout the state. Key Objective. To produce a thorough needs assessment of Minnesota treatment courts. D. Project Deliverables. The vendor will perform all necessary tasks for completing a needs assessment for treatment courts throughout Minnesota. The primary deliverables include: i. A systematic review of national best and emerging practices in treatment courts, including the Adult Treatment Court Best Practice Standards. ii. In collaboration with SCAO, identify relevant internal and external stakeholders to participate in informational interviews. iii. Develop and conduct informational interviews with identified stakeholders to gather information about treatment courts’ current strengths, resources, and challenges. iv. Develop a written survey that will be distributed to internal and external stakeholders to gather information about treatment courts’ current strengths, resources, and challenges. v. Develop all surveys and interview questions in accordance with MJB Roadmap priorities: 1. Improving the court experience 2. Workplace wellness for judicial officers sand staff 3. Enhancing access to treatment courts, including equitable access vi. In collaboration with SCAO, analyze treatment court performance data and identify strengths and challenges. vii. A report detailing the results of all information gathering processes, including findings and recommendations. viii. Present findings and recommendations to the strategic planning committee.
