LTD is seeking to implement/purchase/contract with firms able to provide high quality services for Behavioral Health Transport and Assessment Services (BHTA) and Travel Training, Transit Hosts, and Assessment Services (TTHA) Project. LTD will identify and award the most responsive, reasonable, and responsible qualified Contractor(s) based on selection through the evaluation criteria set forth determining the best solution and value for LTD and the project. It is expected that separate and or multiple awards may be made for each project. Carefully review this entire document and attachments to learn the processes necessary to submit proposals for consideration by LTD. These projects address the transportation needs of people with disabilities. The Behavioral Health Transportation and Assessment Services project ensures that people with mental and/or emotional disabilities can secure urgent transportation to get to medical appointments, pick up medications, and meet basic needs even when their disabilities prevent them from using LTD fixed route or RideSource services. The Travel Training, Transit Hosts, and Assessment Services project allows people with disabilities to develop the skills necessary to access LTD’s fixed route bus system, thus expanding their transportation options and enhancing independence. LTD utilizes an electronic reporting system – NovusMed - a software suite, to manage its ADA paratransit and non-emergency medical transportation (NEMT) services, including the transportation eligibility assessments that are described in this RFP. Proposal responses should reflect the Scope of Work and Evaluation Criteria described in the following pages and documents. The qualified Contractor must be able to provide the services described herein. The successful award Contractor will perform the work under the direction of the Accessible and Specialized Services Manager and team, led by John Ahlen.
