Contractor will: • Review state and federal documents detailing policies, regulatory processes, and management practices for hatchery programs in Oregon, including NEPA documents for West Coast hatchery programs, state hatchery management plans, and Hatchery and Genetic Management Plans (HGMPs). • Interview relevant state and federal policy and planning staff to determine how information regarding ecological impacts and benefits are incorporated into hatchery management in Oregon. • Summarize state (Oregon) and federal (National Marine Fisheries Service; US Fish and Wildlife Service) regulatory approval processes and management requirements for hatchery programs. • Develop a relational model and table that illustrates how hatchery practices— including hatchery operations, broodstock management, release size and timing, and release location—achieve hatchery program objectives and limit wild fish impacts. • Submit a written report to the Department with a narrative summary of state and federal regulatory approval processes and management requirements for hatchery programs, a table illustrating how hatchery management practices achieve program objectives and limit wild fish impacts, a list of references used to develop the report, and appendices with any other relevant information.
