Specifications include, but are not limited to: 2.3.1. At a minimum, the “full service” shall include the following: 1. Initial survey of each program site where Service Provider’s product is being applied, which includes vapor phase, H2S monitoring, and liquid phase samples to test for temperature/sulfide/pH with samples collected in the A.M. and P.M. 2. Complete setup of product storage and feed system, including but not limited to the tank, containment, pumps, piping, instrumentation, and controls to meet the odor reduction requirements for the specific location. 3. Providing a qualified technician to perform an initial start-up of dosing/injection system, telemetry monitoring setup, including software programming, and provide necessary training to DISTRICT personnel. 4. Transport of products, equipment and other relevant materials to the site, including as-need traffic control. 5. Submittal of Reports: Monthly reports shall be submitted to the Mechanical Services Manager and Supervisor by the 5th of each month. At a minimum, reports shall include the following information: • Run time of the system (hours running for report time frame) • Product Dosage (mL/L) • Dose rate (gpd) • Total product used (gallons) • Calculation of pounds of sulfide controlled through the time frame specified. • Total sulfide • pH • Dissolved Oxygen • Notes on system repairs, calibration, product-related equipment maintenance, testing and troubleshooting. As-Needed reports • Up to three (3) as-needed reports may be requested during a calendar year, at the District’s sole discretion. 6. Optimization of dosage rates to achieve target values without excessive waste of product. 7. Technical assistance relating to feed rate adjustment, product-related equipment maintenance, testing and troubleshooting. 8. Prompt assistance (within 24 hours) with investigating and surveying odor issues relating to the facilities where the product is being added. 9. Periodic visits to the sites where the product is being added and areas where odor control is desired along the alignment of the pipeline. 10. Training of District personnel on the equipment installed at lift stations. Service Provider shall provide workshops and training, at minimum once per year, to introduce new odor technology and provide safety training on the odor control system to District personnel. 11. Operation and maintenance of relevant equipment and instrumentations and controls in accordance with the manufacturer’s recommendations. 12. Notification of District of any planned work on-site, at minimum, 48 hours prior to scheduled work to allow District personnel to observe and inspect work in progress. Service Provider shall email a report to the District Mechanical Maintenance Service Manager and Supervisor regarding maintenance activities and current dose rates within three business days of maintenance visit. The District reserves the right to perform audit(s) and split sampling to ensure compliance with the stated dosing rates and invoicing of the Service Provider. 13. Monthly online meeting with District Mechanical personnel attended by a qualified technician or engineer to review data, discuss issues, goals, and program recommendations. Monthly online meetings may be required depending upon the success of the Odor Control program. 14. Comply with District safety standards and requirements, while working on program sites, including but not limited to traffic control, opening and working near manholes, and general DISTRICT Construction. 15. Comply with all regulatory, District, federal, state, local, and other applicable agencies (Cal OSHA, DOT, etc.) when transporting, handling, and disposing of chemicals utilized at program locations. 16. Disposal of trash, debris, contaminated materials, etc. and ensuring each program site is clean upon leaving the premises.
