Specifications include, but are not limited to: 1. Provide certified temporary engineering technician personnel, on an as needed basis, to supplement Department staff in the administration of highway construction projects statewide, which includes the Department's six (6) Districts, General Office and surrounding areas. All work shall be performed in accordance to current NMDOT accepted methods, requirements, guidelines and procedures in the administration, sampling and testing, inspection, and construction of highway projects for the Department. 2. CMC personnel shall provide services for the NMDOT in the areas of project management, construction inspection, materials testing, materials control, material sampling, compiling of project pay records, determination of pay quantities, assist in the administration of the project office, construction staking inspection, computer support for related information technology applications used by the NMDOT (AASHTOWare Project Construction, SHARE, FMIS etc.) and all other pertinent functions necessary to adequately fulfill construction management services for a road construction project. Any other areas of work not listed above, but needed for the completion of a road construction project, will be negotiated between the CMC and the NMDOT at time of the development of a task order and formally documented and accepted in the final task order. 3. CMC personnel shall be restricted to only work on project(s) in which an approved task order (Department Form A-1151) has been completed and issued by the NMDOT. It shall be the sole responsibility of the CMC and their personnel to be fully aware of and track assigned project(s) for construction management/augmentation services. Under no circumstances shall the Department be financially responsible for the CMC and their personnel in providing services for a project(s) that has not been authorized or has been closed by the Department. 4. Assignments Assignments will contain individual scopes of work/responsibilities and forms of compensation. Assignments will be distributed to the awarded CMC's on a rotational basis. The rotation will be determined by a blind draw conducted by the Department and will not change for the duration of the contract. The blind draw will take place after successful negotiations with the selected CMC's. Each Section and District of the NMDOT, based on need and at the request of a District Engineer or Bureau Chief, reserves the right to issue one special request assignment to any of the awarded CMC's. Authorization for a special request assignment will forgo the standard distribution of work through the rotation process. NMDOT task order form A-1151 must be filled by the District Engineer outlining the need for the special request assignment and the basis for selecting a particular CMC, (i.e., unique skills set, compatibility, familiarity, etc.). The CMC receiving the special assignment request shall forfeit the next scheduled rotation. The method of payment for assignments will be based on an hourly rate (standard and overtime) for the duration of the Contract. See the rates listed in "Appendix C", Contract for Federal Funding; the rates reflected are the maximum hourly rates that will be paid to the awarded Contractor(s) by the NMDOT. The CMC's will be paid by the hour for every hour worked. Equipment requested will be paid equivalent to the position hours worked except as indicated in this Contract.
