Specifications include, but are not limited to: The Borough of Quakertown (“Borough”), 35 N. 3rd St., Quakertown, PA 18951 is seeking contracts for beneficial use and/or landfill disposal of aerobically digested, Class B biosolids dewatered cake produced at its Wastewater Treatment Plant (WWTP), located at 777 E. Broad St., Quakertown, PA, 18951. Services include beneficial use and landfill disposal in Pennsylvania. These items will bid separately as defined below. Contractors may bid on one, some, or all bid items. There shall be no exceptions to these bid terms. 1. Agricultural Land Application (Bid Item #1) – Contractor shall land apply class B biosolids to agricultural sites qualified by the Contractor. It is estimated that ~ 1,600 wet tons (WT) of biosolids will be managed annually using this method. The Contractor is responsible for land applying 100% of biosolids produced that meet Class B and process vector attraction reduction (PVAR) biosolids standards. The Quakertown biosolids do not meet PVAR for a portion of the year. During this portion of the year, the Contractor may choose to continue to land apply biosolids and incorporate into the soil to meet barrier vector attraction reduction (VAR). This provides the Contractor an opportunity to manage biosolids that would otherwise be managed by an alternative method. Contractor may provide a separate price for incorporation, but incorporation is not required, and bids will not be evaluated based on pricing for incorporation. 2. Landfill (Bid Item #2) – When the Borough determines that beneficial use is not appropriate due to compliance with biosolids processing requirements (exceeding Table 1 pollutants and/or Class B PR), or if no beneficial use outlets are available, biosolids shall be disposed of at a permitted Sub-title D landfill(s). The Borough will determine whether landfill disposal is appropriate based on results from quarterly biosolids monitoring. Landfill disposal of biosolids is an emergency backup to other management alternatives, and no volumes are guaranteed. It is estimated that ~ 1,000 WT of material will be managed using this method. Quakertown also generates grit and screenings from preliminary treatment (~ 100 WT per year), which will also be disposed under this contract. 3. Alternative Beneficial Use (Bid Item #3) - The Borough is interested in the use of its biosolids when the PVAR requirement is not met and farm fields are not available for incorporation (typically from December to April). The alternative use of the biosolids must conform to all rules and regulations of PADEP and any other appropriate regulatory agencies. Examples of these types of beneficial uses include mine land reclamation, tree trenching, and composting or other further processing. It is estimated that ~ 700 wet tons (WT) of biosolids will be managed annually using this method.
