Specifications include, but are not limited to: Hillsborough County intends to recommend the award of a noncompetitive procurement to Transportation Control Systems Inc. (TCS), in the amount of $885,951.15 for a two (2) year period, for ongoing and as-needed purchases of flashing school beacons, power outage emergency beacons (POEB’s), and associated components. The flashing school beacons will alert drivers within a school zone and provide students and citizens with a safe way to cross roadways. The school beacons are networked to Real Time Clock (RTC) Connect, an established and existing TCS software communication operating system, utilized throughout the county. The RTC Connect system sends emails, via cellular modems, to the County to troubleshoot the inoperable beacons, resulting in quicker response times to promote the public’s safety. In the event of a total commercial power loss at an affected intersection, the POEB’s have two (2) red solar beacons that will act as a four-way stop sign to warn the public when traffic signal lights are inoperable. This procurement is being made in accordance with Section 3-208(2) of the County’s Procurement Policy as and is considered a sole source because the particular items are required to standardize and maintain interchangeability and compatibility as a part of an existing integrated system to reduce financial investment, simplify administration, and are only reasonably available from TCS.
