1. Preparing construction plans, specifications, and estimates (PS&E) for various structurally related projects in accordance with State Highways and Federal Highway procedures and requirements. This would include complete PS&E packages as well as providing structural plans, specifications and estimate as part of an in-house design project for construction solicitation. The project solicitation documents may be for a design-bid-build solicitation or a design-build solicitation. The consultant services may include postdesign services. 2. Preparing 15% preliminary plans with bridge selection reports to be used as a project scope of work for in-house or consultant’s final design effort. 3. Providing structural related support for in-house projects in progress, including reviewing value-engineering proposals, reviewing requests for information (RFI), change orders and shop drawings. 4. Performing bridge inspections in accordance with the requirements of the National Bridge Inspections Standards (NBIS), the AASHTO Manual for the Bridge Element Inspection, the AASHTO Manual for the Condition Evaluation and Load and Resistance Factor Rating (LRFR) of Highway Bridges, the State of Hawaii, Department of Transportation’s Bridge Management Bridge Inspection Manual, and the Bridge Inspector’s Reference Manual. 5. Performing load rating of bridges in accordance with AASHTO The Manual for Bridge Evaluation, 2nd Edition with interim revisions (Section 6, Part A - Load and Resistance Factor Rating) and as modified in the State of Hawaii, Department of Transportation, Highways Division, Design Criteria for Bridges and Structures dated August 8, 2014 as amended.
