Specifications include, but are not limited to: County anticipates the receipt of pass-through federal funding (ARPA) to permit it to provide emergency supplies to local families and possibly some group homes, caring for individuals with developmental 10 disabilities. Acquisition by County of basic survival kits to improve the resiliency of these individuals and families. All individuals/families requesting a kit will receive: a 3 gallon water container, drinking straws, either crystals or tablets to be used for water purification, a bucket or similar items to be used as a latrine, hand crank radio/light that can also be used to power a cell phone and a small power bank. Additionally, the requestor will receive one of three types of “survival kits”, either basic emergency, or with a focus on emergency food supplies or first-aid/medical supplies. A: Items for provision to all requestors. 1. Backpack or one or more lidded-buckets to hold the supplies 2. At least one lidded-bucket for use as a latrine 3. Hand crank radio/light (may be separate units) that may also be used to power a cell phone 4. Small power bank, anticipated cost between $40 and $80 5. Drinking straws and/or crystals/tablets to be used for water purification. B. Basic Survival Kit (these kits usually include mylar blankets, small first aid kit, hygiene items, small scissors, knife, gloves, multi-tool, energy bars, tarps, wipes and related items) 1. Please indicate if kits can be provided for one individual, 2 and/or 3 persons. Families will range in size from one to 5 or more. Vendor must be able to “scale” kits according to family size. In all cases the total cost per individual/family may not exceed $300, , including all related shipping/handling/delivery costs. So, if a kit that has 3 mylar emergency blankets, then other items must be reduced, to keep the cost below $300. C. Survival Kit with an emphasis on table-ready, shelf-stable food. This kit should include basic survival items, but these items need to be “pared back” to permit for the inclusion of more food items, while keeping the costs at or below $300, including all related shipping/handling/delivery costs. D. Survival Kit with an emphasis on first-aid or medical relief. (OTC pharmaceuticals, splints, etc. .) The intent is for this kit to still contain basic emergency supplies and one day’s table-ready/shelf-stable serving of food. The cost of the kit must be at or below $300 including all shipping/handling/delivery and needs to be quoted for one, two or three individuals.
