Specifications include, but are not limited to: The STATE is seeking proposals to contract a compensation consultant (CONTRACTOR) to recommend the compensation plan for the Executive Leadership Team. The CONTRACTOR shall recommend the plan structure and include, but not be limited to, the following components: 3.1. Interview Key Stakeholders: Collect key stakeholder input relative to study goals and desired outcomes, with individuals selected for interviews from the following groups: 3.1.1. Board of Education Board Members; 3.1.2. Deputy Superintendents; 3.1.3. Assistant Superintendents; and 3.1.4. Complex Area Superintendents. A minimum of two (2) representatives from the Board of Education Board members and Deputy Superintendents and three (3) representatives from the Assistant Superintendents and Complex Superintendents shall be included to ensure that meaningful data and input are collected to best meet study goals and objectives for stakeholder input. 3.2. Develop Performance Metrics for Annual Performance Review 3.2.1. The CONTRACTOR shall recommend the most feasible method that utilizes employee evaluations and appraisals for salary increases within the model structure; and 3.2.2. Define clear and measurable performance metrics, or Key Performance Indicators, tied to BOE strategic and STATE implementation plan objectives. 3.3. Design Compensation Salary Schedule – A multi-tiered compensation structure consisting of the following components: 3.3.1. A recommended salary structure that meets the needs of the STATE, which could be traditional, market-based, broadbands, step structure, or a combination thereof with appropriately defined initial and maximum salary ranges.
