Specifications include, but are not limited to: The Consultant shall serve as DOTD’s liaison with law-enforcement agencies, to develop and provide training to law-enforcement officers, and provide expertise to DOTD and the TRCC concerning highway safety issues. DOTD is responsible for collecting motor vehicle crash data for the state of Louisiana and maintaining a crash database. There are some 155,000 crash reports each year from State, Parish, and Local law-enforcement agencies. The Consultant shall: Assist DOTD in the implementation of the Strategic Highway Safety Plan (SHSP). o Provide law-enforcement expertise or assist in finding experts for the identified emphasis areas. o Provide law-enforcement expertise to all Regional Safety Coalitions as needed. Address incorrect and/or missing information from crash reports and other data quality issues. o Provide law-enforcement agencies, agency specific training. o Serve as a member on Louisiana’s Traffic Records Coordinating Committee (TRCC), as needed. o Train law-enforcement officers who complete the crash report and who approve the crash report in using eCrash. o Act as subject matter expert for eCrash reporting software and Law-Enforcement Crash Query Tool. o Develop and implement training in crash investigation and familiarize lawenforcement personnel with the concepts and techniques of crash investigation and reconstruction. Act as a liaison between DOTD and other Law-Enforcement Agencies, like Louisiana State Police (LSP). Provide other assistance as needed. o Provide technical assistance to Crash Data Governance committees. o Facilitate the implementation of the Traffic Incident Management Program (TIM) for first responders as needed. o Provide Traffic Incident Management expertise as needed. o Train and certify personnel in Work Zone Traffic Control as needed. o Provide Law-Enforcement expertise and facilitate participation on Road Safety Assessments (RSA), as needed. o Provide crash investigation and reconstruction services to Highway Safety Section for the DOTD Tort Reduction Program as assigned. o Provide crash investigation and reconstruction expertise to the nine DOTD Districts during their investigation of crash locations as needed.
