Specifications include, but are not limited to: • Test and evaluate candidates for oral and/or written competency in the language specified by the City either over the phone, in person, or using video. • Provide any necessary test materials for testing oral and/or written competency in the language specified by the City. • Develop oral and/or written tests for languages for which tests are not already available, with approved test content, as requested by the City. • Within thirty (30) calendar days of notification by the City's Bilingual Testing Coordinator, arrange to test candidate(s) in oral and/or written communication skills for the specified language. • Schedule candidates' test dates and times with the City's Bilingual Testing Coordinator. • Allow each candidate a 15-minute grace period to appear for his/her scheduled test time. • Score the examination according to an agreed upon grading criteria and notify the City in writing 30 days in advance of any significant changes in the grading criteria. Results of all examinations are to be submitted the next business day via electronic mail (to be provided by the City at a later date) to the attention of the Bilingual Testing Coordinator. • Not discuss any part of the examination or the City's testing process with a candidate upon conclusion of the examination. • Facilitate testing of Fire Department emergency dispatch employees by: Ø Conducting testing on Fire Department employees using the dispatch protocol scripts while role playing an emergency call. Note that the vendor would only be evaluating employees for language proficiency. A Fire Department employee will evaluate the employees on their ability to use the scripts appropriately. Ø If needed, translate Fire Department dispatch protocol scripts from English into another language. • May conduct video testing on proficiency in American Sign Language. • May translate documents from English to another language or another language to English
