Specifications include, but are not limited to: County planning, community development, sustainability, public participation, and transportation planning. The consultant shall organize and lead the community consensus planning efforts through a series of public workshops and meetings with community leaders to identify planning and development goals and objectives. The planning process should also consider the local economy, business atmosphere, industry forecast, future land uses, demographics, natural growth, and development trends in the region. The Comprehensive Plan (study) will include an analysis of Williamsburg County’s land use, population, housing, economy, transportation, cultural resources, community facilities, resiliency, and natural resources, and capital needs, in accordance with the comprehensive planning requirements defined by the South Carolina Local Government Planning and Enabling Act. The Planning process will include community meetings and public input gathering to identify the preferred development alternatives for future growth and investment. The planning process will also identify planning and regulatory goals and strategies to support the County’s preferred land use strategy. It will identify capital improvement needs and funding sources to support the plan’s implementation to plan for orderly growth and development of the county. The Comprehensive Plan will allow Williamsburg County Planning Committee to develop zoning and other regulatory changes in the future that will help support a more sustainable and resilient future.
