Specifications include, but are not limited to: Contractor will: • Coordinate with Department staff to gather information about hatchery operations and programs, maintenance costs, and funding sources. • For each of the 14 state-owned hatchery facilities operated by the Department, describe current operating costs and recent cost trends by major category (e.g., personnel services, fish food, transport, utilities, supplies, etc.), annual maintenance expenses, and deferred maintenance costs. Deferred maintenance costs will be based on a recent assessment by the Department. • Calculate the cost of fish production by hatchery program. Hatchery programs will be defined by the Department and provided to the Contractor. The Contractor will provide recommendations on appropriate metric(s) for describing the cost of fish production. • Conduct an economic contribution study to calculate the economic impact of hatchery production at state-owned hatchery facilities. The analysis will include direct, indirect, and induced economic impacts derived from ocean and freshwater fisheries for hatchery fish, as well as hatchery facility spending. Direct economic impacts look at the effects of hatchery spending on economic output. This may include the wages, benefits, and payroll taxes paid to hatchery employees. Indirect and induced impacts are often referred to as secondary or “multiplier effects”; these represent how hatchery spending ripples throughout a local economy. Indirect economic impacts look at the spending by hatcheries to other businesses. Indirect impacts may include jobs and income generated by businesses supporting hatchery operations, for example contracted third party repair technicians or equipment manufacturers. Induced impacts look at the downstream spending from households that receive income from the direct and indirect impacts. These induced impacts may include additional retail or recreational spending in local communities by hatchery employees or hatchery supported employees. • The economic contribution study should incorporate the economic impact of outdoor recreation trip expenditures for angling trips to hatchery supported areas/fisheries, as well as visits to state-owned hatcheries. Economic impacts of hatchery fish production on commercial fisheries should also be incorporated into the economic contribution study. Impacts include employment and spending effects from commercial fishermen and seafood processors to the communities they operate in.
