Specifications include, but are not limited to: 1. Engineering firm shall provide construction engineering (inspection) services for the T-34 Bridge Replacement Project in Leavenworth County. Engineer shall be on the current KDOT prequalified list related to construction inspection services. a. Engineer shall provide competent experienced construction inspector/observer for the duration of the project to observe the work in progress to determine that the project is proceeding in accordance with the contract documents and that the completed work will conform to the contract requirements. The inspector/observer shall have, as a minimum, the following qualifications: 1) KDOT CIT certifications including, but not limited to Basic Inspection (BI), Structures (STR), Asphalt Inspection (AI) and Concrete Paving Inspection (CPI). All testing personnel will possess, at a minimum, certifications for, Nuclear Gauge (NG) and Aggregate Field Tester (AGF). The County reserves the right to require additional certifications if deemed necessary. 2) Five (5) years progressively responsible experience in roadway construction inspection / observation. b. Inspection Services shall include: a. The inspector shall serve as the resident representative of the Leavenworth County Public Works Department during the construction of the project. b. The inspector shall maintain all required records of the system installation to include locations of facilities, project log, contractor activities, working days, visitors, and testing in accordance with KDOT. c. Notification Process: The inspector shall maintain a log of contacts, communications, and complaints of the citizens and the Contractor initiated contacts of citizens during the construction of the project. d. Reporting: The inspector shall provide a weekly report to the Project Manager of the progress and anticipated work and shall prepare a monthly pay estimate of completed work. The resident inspector shall record the results of all required testing as specified and provide drafts of all required reports to the County. e. Engineer shall perform or subcontract all testing per KDOT specifications and testing frequencies (current edition). f. Provide consistent oversight on the Contractor’s responsibilities for traffic control and provide erosion control inspections. g. Report to County, giving opinions and suggestions regarding defects or deficiencies in the Contractor’s work. h. Engineer shall provide and keep field and quantity diaries on hard cover books. i. Engineer shall provide electronic as-builts in pdf format. 3. Engineer shall provide certificates of insurance for Professional Liability ($1,000,000.00); General Liability ($1,000,000.00); Automobile Liability ($1,000,000.00) and Workers Compensation (Statutory) to the County prior to commencement of services.
