Specifications include, but are not limited to: The scope of work includes the following components: Preliminary Assessment: Review the existing zoning regulations, including the text and map; Evaluate the effectiveness and relevance of the current zoning regulations in achieving specific General Plan goals located in Appendix I of this document; Identify any inconsistencies, gaps, ambiguity, or conflicts within the existing regulations; Identify zones that can be consolidated, deleted, or combined (in addition to Provo Staff recommendations that have already been completed and will be provided); and Identify areas where the zone should be amended to reflect current Land Use Development and Management Act (LUDMA) standards. Engagement: Develop a comprehensive engagement plan to gather input and feedback from: Provo City staff; Local government officials; Planning Commission; and Municipal Council; and The public and development community; and Analyze the collected data and integrate input into the zoning update process. Zoning Regulation Review and Revision: Review and revise the zoning regulations to align with best practices, contemporary planning principles, and the city's General Plan; Simplify and streamline the zoning regulations to improve clarity, accessibility, and ease of use for residents, developers, and city staff by: Consolidating zones based on recommendations arising out of this review, including Provo Staff recommendations that have been completed and will be provided; Consolidating Chapter 14.34 based on Provo Staff recommendations that have been completed and will be provided; Moving to a table format for permitted uses and lot/bulk standards; Remove inconsistencies, gaps, ambiguity, and conflicts within the existing regulations; Incorporate innovative zoning techniques, such as form-based codes or performance-based regulations, to achieve desired outcomes; Specifically, to include a form-based code proposal in the current ITOD Zone based on Provo Staff recommendations that have been completed and will be provided; and Ensure that the revised regulations address key issues and goals as outlined in the General Plan. Implementation Strategies: Identify any additional resources, staffing, or training needs to support the implementation process. Final Report and Presentation: Provide a draft zoning code to staff for review and possible adoption by the Municipal Council; Provide proofreading; Prepare a final report summarizing the comprehensive zoning update process, including key findings, development community/local elected official input, and recommended changes; Present the final report to the city council and planning commission; and Respond to questions, concerns, and feedback from decision-makers and stakeholders.
