Specifications include, but are not limited to: 1. A financial and compliance audit for the year 2023 with the purpose of expressing an opinion on the consolidated financial statements as of and for the year ended December 31,2023. The audit opinions are to be delivered to the Board within 60 days of completion of audit fieldwork or later by mutual agreement. Audit fieldwork shall commence as soon as possible after completion of statements by HACM staff. We expect the audit to be completed by July 30, 2024 for the 2023 audit and audit opinion issued no later than September 30th . 2. The examination shall be conducted in accordance with generally accepted governmental auditing standards and include such tests and other auditing procedures that the auditor deems necessary under the circumstances. 3. The audit shall include a financial and compliance audit of federal, state and other awards of financial assistance received by the HACM in accordance with U.S. Office of Management and Budget (OMB) Circular A-133 entitled Audits of State and Local Governments and Non-Profit Organizations, and the A-133 Compliance Supplement or its successor pursuant to the Single Audit Act of 1984. 4. The audit shall include an evaluation of HACM agencies internal controls to assess the extent that controls can be relied upon to ensure accurate information and compliance with laws, contracts and regulations. Financial controls over cash receipts, disbursements, fixed assets and payroll cycles as they relate to authorization, completeness, accuracy, substantiation of balances and access to assets are to be tested. Operational efficiency and effectiveness shall be reviewed including any recommendations for improvement. 5. Assistance must be provided for all HUD Real Estate Assessment Center (REAC) reporting including certification of all required electronic reporting requirements in strict compliance with reporting deadlines.
