Specifications include, but are not limited to: Hydrogeological Services to support the following activities related to environmental monitoring at the landfill: • Coordinate with lab services for analytical testing. • Biannual (twice a year) groundwater and surface water sampling. The monitoring program is provided in the 2023 Environmental Monitoring Plan (EMP). • Data review and validation, and database management of the site’s historical Microsoft Access database. • Data summary of April sampling results at early warning wells and submittal of letter report to the Oregon Department of Environmental Quality (ODEQ). • Annual reporting consistent with requirements in the EMP, Closure Permit, and Record of Decision (ROD). i. A cover letter that compares the analytical results with relevant monitoring standards and states whether or not federal or state standards were exceeded for the relevant media. ii. An executive summary. iii. Assessment of the current status of the environmental monitoring network. iv. Data analysis and evaluation, based on the following: 1. Groundwater elevation information for each semi-annual sampling event and monitored unit, depicting groundwater flow direction, piezometric water contours, and estimated groundwater velocities. 2. Hydrographs for monitoring well clusters that indicate vertical components of flow. 3. Iso-concentration maps for selected constituents. 4. Updated time-series plots for selected constituents of concern. 5. Results of a major anion-cation balance for each groundwater monitoring well that was sampled for the complete suite of major anions and cations 6. Summary of results of monitoring for the year, including a table that identifies locations and water quality standards that were exceeded.
