Specifications include, but are not limited to: 1. Phase I-A/B: Initial and Detailed Evaluation of Alignment a. Description The primary purpose of this study is to provide recommendations for improvements and alternatives to the existing interchange necessary to provide the required access control to ensure free-flowing traffic between I-10 and NM 404 under full build-out conditions of the Borderland Expressway, potential alignments of proposed direct connectors, and right-of-way needs to construction the improvements at the I-10/NM 404 Interchange considering proposed direct connector ramps, following the latest edition of the NMDOT Location Study Procedures. This includes existing roadway typical sections, pavement conditions, existing lighting and signalization and drainage adequacy, the need for additional and/or improved acceleration/deceleration lanes and functional improvements to support direct connecting ramps. Alternative evaluation shall include Design-Build and Construction Manager/General Contractor (CM/GC) options for phased improvement construction projects. The study will provide a detailed analysis of all identified roadway constraints and safety analysis to determine the recommended improvements for the project area. The analysis will identify an acceptable Level of Service (LOS) for the project study area and a safety study will be completed using the Highway Safety Manual requirements. This work involves the development and preparation of a Phase I-A/B Alignment Study Report in accordance with the latest edition of the NMDOT Location Study Procedures: A Guidebook for Alignment and Corridor Studies. The primary purpose of this project study is to provide recommendations for improvements to the existing facilities and/or construction of new facilities including, but not limited to: Information gathering including current and planned development, review and documentation of all previous work;Existing conditions assessment; Survey and/or mapping, as required; Agency, stakeholder and property owner coordination; Scheduling and conducting Project Kick-off and Stakeholder meetings; Purpose and Need Statement; Public Involvement Plan (PIP); Public involvement meetings (Phase I-A and Phase I-B); Detailed inventory of existing transportation conditions; Analyze physical condition of existing facilities; Analyze land use and growth trends; Analyze economic development within the project area; Analyze existing and future traffic conditions; Detailed Transportation Needs Analysis including multi-modal infrastructure; Safety Study Analysis; Detailed existing environmental conditions and determination of environmental level of effort; Executive Summary as per latest edition of the NMDOT Location Study Procedures; Preliminary Drainage Study and Report; Geotechnical Scoping Report; Identify and evaluate all viable alternative alignments; SUE Quality Level C; Conceptual design, constructability and construction cost estimates for phased projects; Conceptual right-of-way requirements; Context Sensitive Design Plan; Detailed engineering analysis;
