Specifications include, but are not limited to: The Department of Administration, on behalf of the Minnesota Department of Transportation (MnDOT), is seeking proposals to provide NADIN interfacing for 80 State-owned Automated Weather Observation Systems (AWOS) for the Aeronautics Division of MnDOT. This includes providing network communications services for the interface; collection and interpretation of Automated Weather Observation System AWOS-III/IV (or a newer technology, if upgraded) data elements, and transmission of the resulting sequences from the 80 State-owned stations. The proposed system must acquire AWOS-III/IV data sequences from AWOS-III/IV locations at eighty (80) licensed public-use airports. The data sequences must be acquired at least twelve (12) times /per hour, at one to five (1-5) minute intervals. The proposed system must select from the AWOS-III/IV (or newer technology, if upgraded) data elements, sample these elements, compare them, and then choose the elements that will make up the data sequence to be transmitted. These data sequences shall be transmitted to the Federal Aviation Administration’s (FAA) Weather Message Switching Center (WMSC), through the National Airspace Data Interchange Network (NADIN I and/or II). The AWOS-III/IV data shall be monitored by the network to detect failures, errors, and/or missing data in the data stream.
