Specifications include, but are not limited to: 1. Operations Division: a. Evaluate the current structure and deployment of firefighting resources. b. Assess the response time to emergency incidents and identify potential areas for improvement. c. Review incident management protocols and make recommendations for enhancements. d. Conduct a station location analysis to ensure optimal coverage and response efficiency. e. Assess the technology currently deployed by the department and evaluate its effectiveness. f. Make recommendations on new technology that could assist with the department's overall efficiency. g. Study the current status of the EMS response system in the City of Lawton and determine if the Lawton Fire Department should obtain an EMS Transport License. h. Study the effectiveness of the current apparatus and PPE replacement program. 2. Training Division: a. Evaluate the adequacy and effectiveness of the current training programs. b. Assess the alignment of training with industry best practices and standards. c. Identify opportunities for professional development and ongoing training. d. Evaluate the current structure of the Training Division for adequacy and efficiency. 3. Prevention Division: a. Review the existing fire prevention and safety programs. b. Evaluate the effectiveness of community outreach and education initiatives. c. Assess the department's approach to fire code enforcement and its involvement in the planning and permiting process. d. Assess the division's inspection and investigation processes, review them against peer cities, and make recommendations for improvements in efficiency. e. Assess the current structure of the Prevention Division for adequacy and efficiency. 4. Staffing Levels and Compensation: a. Analyze current staffing levels in all divisions and assess adequacy as compared to the Peer Cities and NFPA 1710. b. Review the pay structure for all ranks and positions within the department. c. Examine and compare benefits and incentives available to fire department members across the peer cities. d. Benchmark staffing levels against peer cities to consider population, run totals, demographics, and any available automatic aid. e. Compare and analyze injury statistics for five years for the City of Lawton and the peer cities and identify trends. 5. Compare the Collective Bargaining Agreement for the Lawton Fire Department and the peer cities.
