Specifications include, but are not limited to: The City is seeking proposals from qualified Contractors for the handling of the City of Flagstaff’s recyclable materials. The proposal should take into consideration variable weather and traffic conditions, fluctuating volumes, and methods to maximize transportation weights. The expectation is that the transportation provided meets the needs of inbound volumes and there is minimum overnight storage of recyclables at the facility. Best industry practices and/or best management practices may require additional services not explicitly identified in this scope of work. The proposer should identify any additional services required, price them, and provide justification for these items in their response. 1.1 Transport of single stream recyclables to City-designated MRF This option consists of transporting single stream recyclables to a City-designated MRF. Material densification and/or compaction proposals that maximize transportation weights and single stream recyclable hauling efficiencies are requested, but not required. Proposer may provide the method of compaction, including any one-time capital costs, the type(s) of truck(s), and loading methodology. 1.2 Processing/Recovery of City Single Stream Recyclables This option is for MRF’s to propose processing capabilities and costs for the City’s single-stream recyclables that will be delivered by subcontracted haulers or the responding MRF. The MRF will receive and process the City’s single stream commingled recyclables for recovery by material type, and sale and distribution to a manufacturer or mill for manufacture into new products or goods that maximizes commodity recovery, recycling, and economic value. Exhibit D provides the City’s desired capabilities of a MRF for the processing and recovery of the City’s single stream recyclables.
