Specifications include, but are not limited to: The City of East Providence Bicycle and Pedestrian Master Plan will identify and address the significant need for multimodal connections throughout the city. East Providence is currently a very car-centric city, with most residents and visitors relying on single-occupancy motor vehicles for transportation. The existing street network is built to prioritize the movement of motor vehicles. However, there is ample opportunity to reorient the transportation network to support multimodal transportation and create better connectivity. Existing bike/ped facilities are frequently used but cover few areas of the city and need better connections to commercial districts, neighborhood centers, and other amenities. The Plan will lay the foundation for fundamentally shifting the focus of the existing transportation network to support active transportation and prioritize the safety of all road user. The Plan should include better ways to connect the community via bike paths between the East Bay Bike Path, Henderson Bridge, and Ten Mile Greenway. Creating a Bicycle and Pedestrian Master Plan is important for improving safety, intermodal connectivity, and addressing equity by prioritizing active transportation options within low-income and EJ neighborhoods. Creating more walkable and bikeable neighborhoods also improves the quality of life for all residents, visitors, and 2018-1 Page 3 of 9 Revised 08/17/2018 people who work in the city, by activating neighborhood centers and creating vibrant public street life. The proposed plan would provide recommendations on where to add bicycle lanes, cross walks, sidewalks, bus shelters, and additional safety treatments. The Bicycle and Pedestrian Master Plan should advance mobility for all transportation users and include the following plan elements and information as follows: • Improving the transportation network by recognizing all users • Solving gaps and barriers, both perceived and actual, in the existing active transportation network. • Identify improvements in all aspects of the transportation system to support pedestrians and cyclists. • Developing a metric and methodology (with feedback from the community) for prioritizing projects to implement the Plan, including identifying the needs of economy, culture, disadvantaged communities, family-friendly routes, and a tiered network that serves users of all experience levels. • Identifying funding opportunities for Plan implementation • Incorporating design guidance into road standards that can be applied to a typology of different streets and provide for a sustainable community.
