Specifications include, but are not limited to: The qualified contractor will remove the Sunken Barge using equipment to access the items from the water. The contractor will provide all equipment and staff necessary to secure all required Federal and State permits and effectively remove and properly dispose of the Sunken Barge and associated debris from the area. There are 4 methods of removal that are acceptable for this project, and the contractor must choose one or a combination of these methods: 1) Float the crane and barge. 2) Lift the crane and barge. 3) Use divers to cut the crane and barge into pieces and lift the pieces onto a barge. 4) Guillotine the crane and barge. An osprey nest has been observed in the past atop the crane. If a nest is currently present, a permit is required from RIDEM’s Division of Fish and Wildlife to remove or in any way impact it. The permit is required when the osprey nest is inactive, which generally will be from 1 August through 31 March. No work can occur when the osprey nest is active, which is approximately 1 April through 1 August. A RIDEM dredge permit and/or water quality certification may be required depending on the method or methods chosen. A Rhode Island Coastal Resources Management Council permit is required. A permit from Federal agencies may be required depending on the method or methods chosen. The work must be performed during daylight hours.
