Specifications include, but are not limited to: The Scope of Services will vary depending on the size and complexity of the project but will typically include: 1. A site visit to verify existing conditions and to gain an understanding of the subject site’s traffic operations, posted speeds, travel speeds, geometry, pedestrian, bicycle and vehicular movement , curb cuts, sight lines, land uses and any other pertinent data. 2. Attend meetings with staff as requested. 3. Review of submitted traffic impact study and plans, which shall include full conformance to State TIAS guidelines, standards and procedures. 4. Review historical data, past studies, accident reports and crash rates, record plans and past traffic reports submitted for other nearby projects. 5. Review trip generation rates and distribution assumptions for acceptability in accordance with the comparable types of developments and local traffic conditions. The latest edition of the ITE manual shall be a key reference in determining these rates but other statistically significant information from other sources can be considered. 6. Review seasonal adjustments, historic traffic growth rates, traffic generated from other existing and proposed projects in the affected area. 7. Review capacity analysis and queuing analysis. 8. Review Vehicle Miles Traveled and their impacts. 9. Review future traffic impacts, with and without, the proposed development. Impacts should include a look at the present and future demand (15-year forecast) on traffic division staffing and impact on existing traffic signal system software. 10.
