Specifications include, but are not limited to: The mail ballot sorter will be a first and central point of contact in processing ballots cast in Clackamas County, creating an audit log of all envelopes processed through the sorter. The sorter will be the primary mechanism to receive and sort envelopes, perform signature verification, and export ballot status updates to the Oregon centralized voter registration and election management system. The mail ballot sorter will utilize data from the Oregon centralized voter registration and election management system to identify all ballot return envelopes processed through to sort ballot return envelopes by status, precinct, voter signature disposition, etc. The mail ballot sorter functions must be subject to audits throughout each election cycle by Clackamas County Elections personnel for quality control. Specifications: Minimum specifications to include: Annual onsite preventative maintenance. Onsite training in equipment and software upon installation. Technical support of building an election, troubleshooting issues Data integration with the current Oregon centralized voter registration and election management system. Data integration with the new Oregon centralized voter registration and election management system that will be implemented in 2025. Scan and sort envelopes in dimensions up to 9.75”x 6.25” Scan a unique barcode on ballot return envelopes and sort envelopes with any of the following criteria: o Ballot Status. o Election Date. o Thickness detection. o Precinct. o Signature Verification Disposition. Automatic Signature Verification. Audit capability of Automatic Signature Verification. Signature Verification by operator. Audit capability of Signature Verification by operator. Print a date and time on the ballot return envelope during sorting. Capture image of the ballot return envelope and store images for each envelope sorted. Audit log of all envelopes sorted. Minimum 15,000 ballot return envelope/ballot processing throughput per hour. Ability to track ballot return envelopes/ballots by official ballot drop site return location or other location specific data.
