Specifications include, but are not limited to: The Oregon Department of Forestry ("ODF" or “Agency”) is seeking Proposals to carry out Survey Work Services through a Work Order Contract (“WOC”) issued under a Service Agreement (“SA”). ODF is seeking to establish a pool of Contractors to perform red tree vole survey work including modified line transect surveys (MLT), tree climbing nest examination, and 100-meter search surveys. Contractors will be required to hike the first 1/4-mile linear distance to any survey area at no charge. Every additional ¼ mile linear distance is a round-trip bid item see Attachment B “Sample Work Order Contract: under the “Compensation” section. Contractors will be expected to perform these surveys using the 2022 USFS protocol or most recent protocol available and any modifications required by ODF. Contractors will be expected to obtain approval of a site-specific survey work plan prior to proceeding with services requested in any WOC. All surveyors must be trained according to protocol standards and meet the standards set forth in this RFP unless waived by ODF. The geographic scope of an SA is all State Forests Division managed lands and adjacent federal lands within the range of the red tree vole. ODF expects that this RFP will result in the award of Service Agreements to a pool of Contractors. The initial contract term shall be until December 15, 2031. The Service Agreements (SAs) are anticipated to start March 7, 2024. During the initial contract term, ODF expects to award one or more WOCs per year under an SA.5
