Specifications include, but are not limited to: The successful Proposer will facilitate youth focus groups and produce a report for input on standards and Middle School (“MS”)lessons; develop, pilot and produce Middle School alcohol, tobacco and other drugs (“ATOD”) lessons for Oregon Open Learning (“OOL”); develop and produce one webinar training on Middle School tobacco and other drugs (“ATOD”) lessons. Specific activities associated with this Scope of Work may include, but are not limited to the following: • Attend project meetings at least 2 times/month with Agency Health and Physical Education (“HPE”) Specialist; • Develop and facilitate a minimum 3-hour virtual Middle School Health Education teacher training on skills-based comprehensive alcohol, tobacco and other drugs (“ATOD”) with focus on opioids that aligns with OAR 581-022-2045; • Facilitate the development of skills-based comprehensive alcohol, tobacco and other drugs (“ATOD”) lessons for sixth thru eighth grade students to be posted on an Open Education Resources (“OER”) platform. MINIMUM PROPOSAL REQUIREMENTS • Must have Master’s degree in Health Education or, Public Health, or Curriculum and Instruction. • Be available to start work upon execution of a Contract. • Be available at least 2 times/month for virtual meetings (approximately 4 hours per month) with the Agency project representative from start of Contract until September 30, 2024. • Demonstrate ability to communicate clearly in writing, presentations, telephone, online and in person. • Demonstrate experience in recruiting and training teachers to develop and pilot lesson plans on substance use, misuse and abuse. • Demonstrate experience in facilitating teacher work groups via on-line platform. • Demonstrate ability to provide technical assistance to teachers during lesson development. • Demonstrate ability to write health education curriculum and lesson plans. • Demonstrate knowledge of developmental appropriateness and relevance of substance use at the middle school level. • Demonstrate familiarity and knowledge of Oregon Open Learning platform. • Demonstrate ability to produce lesson plans in Oregon Open Learning format. • Demonstrate ability to adhere to project timelines. • Demonstrate an understanding of and ability to incorporate Oregon’s Health Education Standards, required laws, Agency’s Equity Lens and OAR 581-022-2045 into the development and delivery of lesson plans and training
