Specifications include, but are not limited to: SCDE is seeking a Gifted and Talented technology solution that is user-friendly and can be used to monitor student progress. Too many hours are spent at the SCDE, districts, schools, and classrooms manually compiling data from different systems and producing reports focused primarily on compliance rather than supporting instructional improvement. The SCDE is enabling more effective data management and interoperability between systems of record by adopting the Ed-Fi standards through the ODS and Application Programming Interface (API). The SCDE has placed a state-level ODS at the center of its system architecture which receives transactional data from the district-level ODS systems. The ODS systems will be able to supply data to multiple analytical/reporting applications, dashboards, and the SCDE data warehouse. Due to the source of funds, SCDE expects development to be completed in year one of the contract. Minimum Solution Requirements - As part of this vision, SCDE is seeking a Contractor to provide a GT solution that can integrate with the district-level ODS systems to pull and maintain gifted and talented student data via API. In addition, the proposed solution shall do more than just serve students already in the Gifted and Talented program, but also allow users to search by demographics, grade levels, and schools to find students who might be eligible for the GT program with some intervention. At a minimum, the solution shall include the following: Pull GT student data from the Ed-Fi ODS records via API. Retain longitudinal student and achievement data for GT students. Pull GT student assessment from the Ed-Fi ODS records including but not limited to the following - Riverside, Pearson, iReady, MAP, etc, via API. Allow for data platform uploads of one off test data from other contractors affiliated with the program. Develop and identify cohorts; retain multi-year cohort identification. Allow for multiple reporting levels – classroom, school, district, state, federal, and custom. Allow for multiple auditing levels to track changes and updates. See Attachment B for additional solution and technical requirements. In addition, the Contractor shall provide: Data conversion from existing system into the new solution.
