Specifications include, but are not limited to: A. Assist with scope development for design and other architectural/engineering (A/E) services and procurement for A/E services a. Develop project scopes of work b. Develop requests for proposals (RFP) for A/E services c. Assist the Owner with the evaluation and selection process for A/E services d. Assist the Owner to execute a contract with consultant/s for A/E services B. Assist with A/E services management a. Initiate design reviews with design consultant and Owner. This includes consulting with the Owner on issues that impact the constructability, budget, and feasibility of the project. b. Lead value engineering exercises and evaluate proposed building design systems as to quality, first cost and life cycle cost, constructability, and availability. c. Review all applications for payment from Owner’s consultants, designers, and engineers and provide recommendations to Owner for approval/revision/rejection. d. Coordinate schedule and deliverables. C. Assist with construction document development and bidding for contracted services a. Assist and coordinate project submittals and deadlines for Owner reviews. b. Orchestrate and assist the Owner in the review of construction documents/specifications and cost estimates for approval of construction documents. c. Coordinate acceptance of the Construction Documents with Owner. d. Assist in the development and review of Division 0 and Division 1. e. Assist in the development of bid documents. Standard documents with strong contract language, such as Engineers Joint Contract Documents Committee (EJCDC) are preferred. f. Review and address questions submitted by bidders by coordinating with the design engineer and other parties as necessary. g. Organize and lead pre-bid meetings. h. Coordinate creation of conformed documents. D. Assist with construction management a. Serve as owner’s representative for current and ongoing construction and capital projects. b. Monitor safety compliance with all Federal/State/Local requirements (not limited to OSHA, EPA, and EEO). c. Organize and lead pre-construction meetings. d. Attend Construction Meetings as established (weekly or bi-weekly). e. Review construction progress and take necessary action such that weekly minutes are accurate (including but not limited to construction progress, cost concerns, schedule, and outstanding issues). Serve as distributor of progress reports. f. Monitor and track completion of the submittal process. g. Review construction schedule and any impacts due to delays; advise Owner with regards to recovery schedules as required. h. Advise the Owner on issues including construction costs, schedule, coordination, and owner occupancy. Notify Owner if there is deviation from project progress. i. Coordinate and document that inspections and testing reports take place as required. Review reports to take necessary action such that deficiencies are addressed. j. Photograph and/or review photographs of construction progress. Provide observations regarding quality of workmanship, conformity to plans and specs. Address corrective measures to mitigate and correct non-conforming workmanship per the Contract Documents as identified by the Engineer or Contractor. Notify the Owner of nonconforming work with the Contract Documents. Coordinate with all contractors/consultants/vendors responsible for the non-conforming work to implement a corrective solution. k. Participate as in the communications and distribution of construction directives including, but not limited to RFI, ASI, DCVR, RFP, and CO actions.
