Specifications include, but are not limited to: The Contractor shall: 1. Make a detailed inspection of the real property and make such investigations and studies as are necessary to derive sound conclusions for the preparation of a study on building a continuum of state of-the-art campus based services and supports key to BH and SUD needs of the citizens in the region. 2. Determine the type of PPP that would be optimal for this type of project. DBHDS has determined that there are several ways that a PPP can be set up; with the different entities funding the building or renovation, the entities owning or leasing the property, responsibilities for staffing and operation, etc. The Contractor determining the best and most attractive type of partnership shall be a key function of the study. 3. Identify potential partners with experience in the provision of SUD treatment who would be willing to partner with the Purchasing Agency in the development and operation of the program. This shall include assessment of the willingness of the identified Partner to fund or assist with funding of the necessary construction as well as the staffing and operations of the program. The provision of services shall include management and operation of a SUD facility, a new residential treatment program, and an outpatient facility.
