Specifications include, but are not limited to: • Creation of a conceptual Vision Plan that describes proposed uses and programming for Great Island. • Developing and facilitating an inclusive and accessible public outreach program and communication plan to gain the input of residents and stakeholders, and to keep them informed throughout the planning process. • Development of a Master Plan that includes: - Recommended park and open space improvements and community facilities, including preliminary design and cost estimates. - Consideration for community recreational, cultural, and educational facilities, including those involving the repurposing of existing buildings, and preservation/updating of historic structures. - Utilization of the waterfront. - Implementation strategy, including project phasing and execution. - Planning and design for public access and circulation by vehicles, pedestrians, and bicyclists, including parking, way-finding (signage) and ADA requirements. - Emergency and Maintenance access. - Project funding opportunities, including potential grants, philanthropic support, public/private partnership structures, commercial development and revenue-generating activities to support ongoing operations. - Consideration for coastal areas, including understanding of wildlife, ecological impacts and state and federal regulatory compliance. • Conceptual, Schematic and Construction Design Documents. • Site civil engineering, topographic survey, lighting design, drainage and site utilities. • Cost Estimates. • Occasional attendance and participation in Town of Darien meetings. • Construction administration/oversight services.
